About OPR
The Office of Preparedness & Response (OPR) is the lead agency for Utah’s public health and medical preparedness and response. The OPR is housed within the Utah Department of Health and Human Services (DHHS) Division of Population Health.

To promote and coordinate resilient public health, health care, and human services systems to effectively prepare for, respond to, and recover from emergencies and disasters.
Vision
Reliable and resilient public health, health care, and human services systems prepared to mitigate suffering and reduce morbidity and mortality during emergencies and disasters.
