DHHS91155 is an Invitation for Applications (IFA) that will result in all qualified vendors receiving contracts. Responses are to be submitted outside of U3P as per the instructions in the IFA document. DO NOT SUBMIT RESPONSES THROUGH U3P as such responses are inaccessible to DHHS.
