(Salt Lake City, UT) – The State of Utah today took a significant step toward implementing the Utah Medical Cannabis Act by issuing a request for proposals (RFP) from vendors to build the program’s electronic verification system (EVS) and inventory control system (ICS). The systems are the backbone of the Medical Cannabis Program and must be in place prior to all other elements of the program being implemented.
The Utah Department of Health (UDOH) and the Utah Department of Agriculture and Food (UDAF) jointly issued the RFP and will ultimately select a qualified vendor to build the systems. Key functions of the two systems include:
- Allowing patients to apply for, and renew, medical cannabis cards;
- Registering qualified medical providers and allowing them to recommend medical cannabis treatment for their patients;
- Ordering medical cannabis from the State Central Fill Pharmacy;
- Tracking all purchases of medical cannabis;
- Tracking all cannabis plants grown in a cultivation facility from the point it is eight inches tall until it is processed and sold;
- Maintaining a record of the amount of cannabis in all cultivation facilities, processing facilities, and pharmacies;
- Monitoring product testing performed by independent laboratories.
Representatives from the Medical Cannabis Programs at the UDOH and the UDAF will be available for media interviews today from 11 a.m. to noon at the Cannon Health Building, 288 North 1460 West, Salt Lake City.

The UDOH and UDAF anticipate awarding a contract to the winning bidder by early May. The agencies expect to sign a five-year contract valued at up to $5 million with the winning vendor.
