The DHHS Office of Preparedness & Response (OPR) coordinates overall continuity and disaster response capabilities for the Utah Department of Health and Human Services. This includes serving as the lead agency for emergency support function (ESF) 8 - public health and medical and the co-lead for ESF 6 - mass care and human services.

OPR plans and executes the following activities to prepare Utahns for public health, medical, and mass care emergencies:
- Develop statewide public health, medical, and and mass care disaster plans
- Develop and coordinate public health, medical, and mass care training and exercise
events - Distribute funds to local health departments, tribal nations, and healthcare partners for disaster planning
- Maintain information systems and resources to support local disaster response
- Manage the DHHS operations center
- Collaborates with public health, healthcare, and mass care response partners
- Coordinates distribution of Strategic National Stockpile assets
