How to get started

The Office of Procurement and Contract Management (PCM) assists with DHHS Agreements that are subject to Policy 01-04, including procurement contracts, grant expenditure agreements, memorandums of understanding (MOUs), and intradepartmental agreements (IDAs). Agreements that are not subject to Policy 01-04 and that do not go through PCM include data sharing agreements (DSAs) and grant/revenue agreements (agreements where DHHS is receiving money). Additionally, business associate agreements (BAAs) are typically included as part of a contract or grant agreement.  If a BAA is signed separately from another agreement, it is considered to be a DSA. Other DHHS solicitations are posted on the Utah Public Procurement Place (U3P).
